Binbin 810ea67b5b Don't pass --fail-commands-not-all-hit to validator if we don't run the full testsuite (#12023) ... In daily.yml, if the input suggests we don't run the full testsuite, do not pass --fail-commands-not-all-hit to the validator. This fixes the first point in #11954.
